Looks good, I like the band in the middle, makes it look more profesional. However I would fatten the bottom out a little bit if I were you. So this is going to be a "paperboy" weapon pack or something like that?

What happens when you grab a rolled up newspaper by one end and try to use it as a weapon? Clearly the modeler as well as myself have been doing it severely wrong for years then

The rubberband around it looks a bit loose to me. Other than that I think it's really nice.

I agree about the sounds (although the demoman's axe does use the bottle sound...) but I don't think the solid paper will be a problem.

You could have the newspaper wrapped around something dangerous (like a baseball bat). That would fit the existing model/animations and look unique and TF2-ish.
edit: Something else to think about: one of those triangular folded newspaper caps kids might make.
Related to the theme: the comics page/bicycles/Dennis the Menace. Just some great potential there. Also, he could throw a newspaper-wrapped rock with the newspaper-wrapped bat (like the Sandman).

For the cap, I think that one might be a little too modern for TF2, since it plays in 1968. Something like this would be more fitting, I think.

I disagree, I did some research and the modern baseball cap has been around for a long time. It is actually called the "Brooklyn Style" cap which became popular in the 40s
Here is a hat in 1968
Also the hat you mentioned is basically the scouts current hat.

Sweet, seems like it'd be cool if it was a combination of the bat and the sandman and you could throw the paper to bonk enemies.

I love the newspaper, just adding some jigglebones to the sides of the paper or something would be nice. Besides that it's very complete looking. Can't wait to see what else you produce!

Wish you would consider the bat wrapped in newspaper idea. I think it could be funny, as if that would fool someone.

I made a higher resolution texture from scratch using that TF2 texture tutorial. I think it looks way better now.

I still need to fix it clipping into the hand though.

I wouldn't worry too much about that since they'll probably take your weapon and make it into a new category with a hand that fits it.
