I don't think cigarettes is a good idea overall, people can be offended (yeah, now-days people can be offended by anything)

Sniper and Soldier are implied smokers :O
Sniper have an ash tray in his Van, and Soldier have a pack of cigarettes attached to his Stash.
If people get offended by the Soldier smoking, they should just go play Hello Kitty instead.

Yeah, but there's a difference between having cigarette's in the world and having the player smoke them for benefits.

Mhmm, several countries do not allow usable drugs to give benefits in video games. For example: Fallout3 was briefly banned in Australia due to morphine.
It's nice concept art though!

I think you guys are getting too hung up on the fact that it's cigarettes. It isn't necessarily going to be used for benefits, and maybe that wasn't even graff's intentions. These could just be a misc. item.

From the picture, which has tape over the top and tag line:"packs a punch" I immediatly imagined that a fist on a spring would fire out, a jack-in-the-box kind of thing. But that does seem a little far fetched. It would be hilarious though.

Maybe the cigarettes could have some kind of buff effect, but they give the Soldier lung cancer so he dies after thirty seconds. That would make the censors happy.
And if it doesn't, say that they are, uh, magical wondersticks or something instead of smokes. Fallout 3 got through the ratings in Australia simply by renaming Morphine.

Jarate was never ACTUALLY called piss by valve, there were suggestive terms like the jar filling when he drinks coffee in meet the sniper and that "It increased size of my bladder bla bla bla" but never was it called urine in a jar. Still throwing it to damage opponents is no where as bad as smoking to gain bonus attributes.

So what's your plan for what they'll do? It's a nice looking knife, a decent looking pack of smokes, and a nice (if somewhat overly stinger-modern looking, though with the direct hit I suppose I can't complain) rocket launcher, but I'm kind of interested to see how it works game-mechanic wise.

The spy already chain smokes, uses a pack of smokes as his costume thing, and flicks the cigarettes. It totally fits with the time period and theme, especially with the World War 2 American soldier.
Besides if folks can be offended by that in a video game where you light someone on fire, douse them out with a jar of piss, and then have a black guy kill them with a broken bottle, their priorities for what's offensive need to be adjusted.

the rocket launcher isn't all that interesting to look at to be honest. For the best definition i can give, "it's just a rocket launcher." Nothing really stands out about it.
