I was installing Mass Effect just now, which is a localized russian copy. The installer menus, however, show up fubar symbols instead of Cyrillic. Now I can type in russian (I added the language to the keyboard), I can browse webpages in russian, but the installer is borked.

I have Win7 x64 Pro.

I would suspect I have to download a language pack, but it seems that it's for changing the windows UI which I don't need to do, and besides I can't do it anyway because it's only for Ultimate and Enterprise.

Anything I can do?

try running the installer using applocale
http://blog.wentoday.com/?p=136 explains how to install applocale itself, and it's fairly straight forward to use from what i remember

You need to set language for non-unicode programs to russian from regional & language options/administrative/system locale
