Here are two good tutorials that should help.

http://www.paultosca.com/varga_hair.html
http://poopinmymouth.com/process/hai...al/hair_01.htm

If you don't like using Maya to make the strips like Paul did you can manually paint the hair strips like in Ben's tutorial (the second one). Also take a look at how other artists and games have done their hair. Final fantasy games have some great examples of low poly long hair done nicely.

I made a quick tutorial about baking hair/fur to poly strips. It works pretty well if you have poly strips in mind when you start.

any resources on how to tackle the hairline? I'm having a bunch of trouble with that myself.

From 2007 GDC there's a PDF of the presentation called "Hair Styling - A Teenager's Dream, An Artist's Nightmare" from the folks at BioWare. Some tips & pics in there if you can find it.

I happen to be making hair right now too. Great Varga hair tutorial by Paul there.

Here's an addition to the Varga hair tutorial he forgot ...

EDIT- asked about viewport transparencies...but its easy once you find the proper config for your video card I think. For my 8800 it was just color+alpha trans+high quality view mode in maya.
