Texture panning?

Hey everyone, sorry for a dumb question, but how can you pan textures like in max or Maya?
I used panner with 0 time but it did nothing I tried adding an Add node with Vector 2 plugged into slot B with 2 number but that did nothing.
I also used this https://answers.unrealengine.com/questions/68539/how-to-shiftpan-a-texture-in-material-editor.html but it didn't help at all.
What am I missing here?
Sorry if this has been asked, I searched but had no luck.
