  I was having the same problem with my server room scene and MaYdaY suggested the follow console variables. These worked great for me.
  
  r_DynTexMaxSize = 400
  e_ShadowsMaxTexRes = 4096
  r_ShadowJittering = 6
  e_ShadowsConstBias = 1
  e_ShadowsCastViewDistRatio = 1.5
