Fully dynamic lighting and baked GI are mutually exclusive. If you bake something, it's not fully dynamic, is it?

The reason why you can't bake GI with a dynamic dominant directional light is that it's only going to look right once a day in your day/night cycle. That's only half as good as a broken clock. You'd get better results with LPV and distance field AO, if your target platform can run them well enough. You might be able to just bake GI from your non-directional lights, but then you'd have to make lightmap UVs and that would be silly, since most global illumination comes from directional lights anyway.

I think Skyrim doesn't have global illumination at all, no light-propagation volumes or lightmaps either, just directional sky lights with dynamic shadows. The most common light that's used in dungeons is a non-shadow-casting dynamic point light. It's not a really featureful engine lighting-wise. Not really sure about GTA V, since it's not out for PC yet and I haven't had a chance to mess around with it.

Even if Skyrim did use lightmaps, imagine how much larger the game would be, and imagine how long it would take to build all of them, and think of how much more difficult life would be for modders.
