Scatter objects over a plane with texture map?

I wanted to ask if there is a free plugin for this and after scattering with an alpha map where black depicts no scatter and white is where u want the scatter objects to be and if u can tweak scatter parameters after.

I have tried advanced painter which is a great tool by the way but it doesn't seem to have this. The renderer I am using doesn't work with pflow.

Will appreciate any suggestions. I am using 3dsmax 2014.

I followed the instructions and moved the file to the plugin folder, I don't know how to start the plugin in 3dsmax. I searched the customise interface window, can't find it.

Any one here tried using it?

Found it.
After u move the file, check the utilities panel in 3dsmax, click on more and look for scatter.
