Does anyone know if there is a resource or tutorial for the new UDK bells and whistles? like the foliage or Subsurface scattering?

You may be able to find SSS in here: http://eat3d.com/udk_lighting although the video never mentioned it.

That's pretty old so wont have all the dx11 and newer stuff in it (think that was late last year it was released).

UDN has examples, probably first call is to look at it there.

Kind of doubtful you'll find anything in that Eat3D video, as it's from 2010, before they added that stuff I think.
Did you read up the stuff on UDN already? That should be the first place you check for any UDK info really.
http://udn.epicgames.com/Three/ScreenSpaceSubsurfaceScattering.html for example explains it fairly clearly.
