I'm new to 3ds max, and am wondering if there is a compelling reason to use bones over the skeleton when modeling figures/characters?
Any thoughts?

bones = skeletorn
i assume you mean a biped
biped has things you need to do manually when working with bones.

I guess you meant using bones or biped when animating, not modeling?.
Anyway, the biped is a basic rig, but if you want something other than a simple human rig, you will need to set the bones by yourself. I personally barely rig my stuff (I'm an environment artist rather than character) and when I do it's with bones because, well, it's environment stuff. But even my friends who do character stuff they always do their own rigs.
Just sayin', anyway..
