Problem with my PC

I thought I'd try here since I have no idea and I'm not having the best luck with Google. When I turn off my computer, it doesn't turn off, but it pulses instead. Does anyone have an idea of what could be causing this?

Try disconnecting all plugs/electrical outlets from the PC and monitors, ect. then taking out the mother board battery wait about 5 minutes put the battery back in plugs ect. Otherwise I have no clue never saw that before and could you post the solution if you managed to get one.
