I know that terrain has deco layers, is it at all possible to paint mesh on other static mesh? Like grass onto a static mesh floor?

Hopefully that (http://www.polycount.com/forum/showpost.php?p=1031001&postcount=120) still works, from the Unreal Developer Kit - MASTER THREAD (http://www.polycount.com/forum/showthread.php?t=67290&page=5). I haven't tried it yet personally.

You could also use foliage volumes if you wanted to do plants/grass specifically.
