Well, Joe already mentioned Ed Wood, but he didn't give a movie title... so I'll just throw "Plan 9 from Outer Space" out there.

Keyser is closest but still all wrong
After 24 hours I'll put up a second quote from this little gem

Well, I'm not familiar with any of Ed's other movies. I know of "Glen or Glenda" just because of the movie "Ed Wood," but that movie doesn't really seem to fit the quote. The only other guess I have is "Robot Monster," since that's about the only other terribly bad 50's era Sci-Fi movie I can think of.

i called up my movie-loving brother
he suggested "Bride of the Monster" or "Bride of the Atom" (same film?), which apparently has an awesomely funny monologue by Bela Lugosi in it..its another longshot guess...

Second quote from the same movie this one should be a bit more memorable if you've seen the film
"Why Do you cry over a guinea pig This boy is a free police case We are probably saving him from the gas chamber"
