The UT2k4 Port is almost complete. Just need some help from someone with coding experince for huds and inventory and that should complete the mod and tie up the loose ends. Is there someone out there that would be willing to lend a hand at this?

Did you try the boards from flipcode.com, gamedev.net and map-center.com? There are probably more coders lurking out there than here.
