Ok, I'm not so good with materials, what are some of the best ways you simulate steel, chrome, and titanium. Also is there a way to simulate machining marks and is there a way to do it without a texture?

Ok, here's one using textures. Texture metal (http://67.15.36.49/ffa/tutorials/photoshop/worn_metal/metal.asp)
Here's one using the material editor in Max. Metal material (http://67.15.36.49/ffa/tutorials/max/metal_surfaces/lotsmetal.asp)

One more using a noise in a material to create brushed metal
Brushed metal (http://67.15.36.49/team/Tutorials/brushedmet/asberg_bmetal_01.asp)
Irregularity to the surfaces of a metal can be modeled, but this can be incredibly time consuming. Use a bump map instead. Besides that, you will need a reflection map to get proper shine on most metals. Other things like ambient color, and falloff can play pretty big factors as well.
