I'm trying to make an icon for a program, but none of the image editors I have, such as photoshop, will open .ico files. I've made some icons years ago, I think I used an old version of paint shop pro which I don't have right now. Is there a plugin for photoshop or some other program that allows for saving icons?

No idea. Icons can only be specific in 16x16, 32x32 and 48x48 in size in either 2, 16 or 256 colors.
Microangelo (which is probably renamed n' crap by now by Stardock) was my favorite, before that though I used the Icon Editor that came with Central Point Software Desktop (awesome for win3.1 use)

I still have the old Microangelo 2.1 install, i'll dig it up and post it here later.

Microangelo still exists. I remember using it yeaaaaars ago!

I paint bitmaps and change the extension from .bmp to .ico. Works.
